1. < Criteria for Determining Major Potential Accident in Industrial and Trade Enterprises > (2023-05-15)

The Criteria for Determining Major Potential Accident in Industrial and Trade Enterprises (hereinafter referred to as the New Criteria) were reviewed and approved at the 7^th ministerial meeting of the Ministry of Emergency Management of PRC on 20^th March 2023 and had come into force on 15^th May 2023. The Criteria for the Determination of Major Production Safety Accident Hazards in the Industrial and Trade Industry (2017 Edition) (Safety Supervision and Administration No. 129 [2017]) shall be abolished simultaneously. The revised contents of the New Standard are as follows:

1. The New Criteria draws lessons from the frequent accidents of industrial and trade enterprises in recent years caused by the chaotic management of contracting and leasing units, and unlicensed operations. Three new judgment standards related to management have been added.
2. The New Criteria lists a total of 47 major potential accidents in 7 industries, including metallurgy, non-ferrous metals, building materials, machinery, light industry, textiles, and tobacco.
3. The special category of the New Criteria, lists a total of 14 major potential accidents in three fields, including dust explosion risk, use of liquid ammonia refrigeration, and work in confined space with hydrogen sulfide, carbon monoxide and other poisoning risks.
4. The New Criteria focuses on specific industries and highlights the management of major potential accidents that are prone to mass casualties.
   

Environment

1. < Standard for pollution control on hazardous waste storage > (2023-07-01)

The Standard for pollution control on hazardous waste storage (GB 18597-2023) (hereinafter referred to as the Standard) has been gazetted by the Ministry of Ecology and Environment on 20^th January 2023 and will come into force on 1^st July 2023. And the Standard for pollution control on hazardous waste storage (GB 18597-2001) will be abolished on the same date (Storage facilities that have been completed and put into use or whose environmental impact assessment documents have been approved before the date of implementation of this Standard shall be subject to this Standard as of 1^st January 2024, and other facilities shall be subject to this Standard as of the date of implementation of this Standard). Compared to the Standard 2001, the main revised contents are as follows:

1. The relevant terms and definitions are added and improved. Related definitions of storage facilities (sites) such as storage warehouse, storage site, storage pool, storage tank area, storage spot and storage subarea are added, and definitions of packaging, containers and packages and compatibility are supplemented and perfected.
2. Add "General Requirements". The basic requirements for environmental management of hazardous waste, such as storage facility setting requirements, classified storage requirements, environmental pollution prevention and control, identification signs, informatization management and facility decommissioning are incorporated into the "general requirements”.
3. The classification of hazardous waste storage facilities is refined, and the relevant environmental management requirements for storage spots are supplemented. According to the different types of hazardous waste storage and the structure of storage facilities, the storage facilities are divided into four types: storage warehouse, storage site, storage pool and storage tank area, and the construction and use requirements are put forward accordingly. Under the premise of controllable environmental risks, the form of storage spot storage can be used when the amount of waste is small or for temporary transfer.
4. The site selection and construction requirements for hazardous waste storage facilities are improved. The location selection requirements for storage facility are further improved, meanwhile, the “general requirement” for storage construction and construction requirement for various storage facilities are proposed systematically.
5. The pollution prevention and control, operation management and decommissioning requirements for hazardous waste storage facilities are revised. Control requirements for discharge of pollutants such as wastewater, exhaust gas and management requirement for solid waste are comprehensively stipulated.
6. The environmental emergency planning requirements for hazardous waste storage facilities are supplemented. Environmental emergency response requirement for hazardous waste storage facilities is proposed from the aspect of emergency response management, personnel, equipment, resource, and early warning response.
7. The medical waste related requirements, and Appendix A and B are deleted.
