USA - Proposed to Revise the Safety Standard for Bassinets and Cradles (16 CFR 1218)

On Apr 16, 2024, the U.S. Consumer Product Safety Commission (CPSC) has proposed to revise the Safety Standard for Bassinets and Cradles (16 CFR 1218). According to the Standard, each bassinet and cradle shall comply with ASTM F2194-22ε1, with the variations mentioned in the updated 16 CFR 1218.

The variations are summarized as below:

  • The requirements in clause 5.14 are amended. The word “Compact bassinet/cradle” is removed.
  • The stability requirements in clause 6.4.2 of compact bassinet/cradle are removed.
  • In clause 6.10.2 the arithmetic mean of the rest angle measurements shall not exceed 1 degree when calculated for each rock/swing direction independently.
  • Add clause 6.12 Product and Bassinet/Mattress Support Height.
  • Add clause 6.13 Sidewall Rigidity.
  • Add clause 6.14 & 7.13 Sleep Surface Deflection/Firmness.
  • Add clauses 6.15 & 7.14 Maximum Sleep Surface Head-to-Toe Angle.
  • Add clauses 6.16 & 7.15 Maximum Side-to-Side Tilt Angle for Non-Rocking Bassinets.
  • Add clause 6.17 Electrically Powered Bassinets/Cradles.
  • Add clause 6.18 After-market Mattress.
  • Revise the warning requirements in clauses 8.6.2.3 & 8.6.2.6.

The proposed rule is applicable to:

  1. Bassinets, cradles, and after-market mattresses for bassinets and cradles.
  2. Cradle swings with an incline less than or equal to 10° from horizontal while in the rest (non-rocking) position.
  3. Multi-use products when they are in the bassinet/cradle use mode.
  4. Bassinet/cradle accessories to products when removed from the product and used in the bassinet/cradle mode. 
  5. Bassinet/cradle features for carriage/stroller when removed from the carriage/stroller and used in the bassinet/cradle mode.
