China RoHS Restricted List Increased to 10, 4 New Phthalates Added

On June 29, 2024, the State Administration for Market Regulation (China Standardization Administration) issued the 2024 National Standard Announcement No. 14, approving the release of 109 national standards and  4 National Standard Amendment Orders. Among them, China RoHS limit standard GB/T 26572-2011 " Requirements of concentration limits for certain restricted substances in electrical and electronic products" amendment order No. 1 was officially released, 4 phthalates “Dibutyl phthalate (DBP), Butylbenzyl phthalate (BBP) , Diethyl hexyl phthalate (DEHP), and Diisobutyl phthalate (DIBP) ” were added to the list of restricted substances to be controlled in electrical and electronic products, bringing the total number of controlled substances to 10. The amendment order will be implemented on January 1, 2026.

The No.14 announcement also approving the release of GB/T 39560.12-2024”Determination of certain substances in electrical and electronic products Part 12: Simultaneous determination of polybrominated biphenyls (PBBs), polybrominated diphenyl ethers (PBDEs) and phthalates in polymers by gas chromatography-mass spectrometry (GC-MS)”。The standard serves as a test method for phthalate for China RoHS, it will be implemented on October 1, 2024.

The main content of GB/T 26572-2011 Requirements of concentration limits for certain restricted substances in electrical and electronic products" amendment order No. 1 was see below:

1. Add the phthalate controlled substances: The number of restricted substances has increased from 6 to 10, and four new phthalate controlled substances have been added:

Mercury (Hg) 0.1%
Cadmium (Cd) 0.01%
Hexavalent Chromium (Cr(Ⅵ) ) 0.1%
Polybrominated biphenyls (PBB) 0.1%
Polybrominated diphenyl ethers (PBDE) 0.1%
Dibutyl phthalate (DBP) 0.1%
Butylbenzyl phthalate (BBP) 0.1%
Diisobutyl phthalate (DIBP) 0.1%
Diethyl hexyl phthalate (DEHP) 0.1%

2. Update test methods: Adjust the test method standards from GB/T 26125-2011 to GB/T 39560 series standards.

3. Adjustment of the determination rules for hexavalent chromium: The determination result of hexavalent chromium (Cr(VI)) according to the method specified in GB/T 39560.701 is "hexavalent chromium [Cr(VI)] negative".
