On 22 January 2025, the EU published Packaging and Packaging Waste Regulation (EU) 2025/40 (PPWR), repealing the EU Packaging Directive 94/62/EC. The regulation covers hazardous substances, recyclability, recycled content, packaging minimisation, empty space ratio, labelling, and restriction of some single-use packaging products. The regulation shall apply from 12 August 2026 (unless otherwise specified).
Scope of the PPWR:
Applicable to all packaging placed on the EU market and all packaging waste, regardless of the type of packaging or materials used.
Key Objectives of the PPWR:
- Establish requirements for the entire life-cycle of packaging as regards environmental sustainability and labelling, and requirements for extended producer responsibility, packaging waste prevention and the collection and treatment.
- Harmonise national measures on packaging and packaging waste.
- Contribute to the transition to a circular economy and to achieving climate neutrality.
