New requirement of EPA regulation：

Beginning March 22, 2024, producers of laminated products must comply with the requirements of this part that are applicable to hardwood plywood panel producers (Testing requirement, Labeling requirement, Third Party Certification, keeping record etc.)

Products Regulated by EPA TSCA title VI（40CFR 770）：

• Hardwood plywood - Veneer core & Composite core（HWPW-VC&CC）
• Medium-density fireboard（MDF）/Thin Medium-density fireboard(Thin MDF）
• Particleboard（PB）
• Laminated product

What is Laminated product：

a product in which a wood or woody grass veneer is affixed to a particleboard core or platform, a medium-density fiberboard core or platform, or a veneer core or platform. A laminated product is a component part used in the construction or assembly of a finished good. In addition, a laminated product is produced by either the fabricator of the finished good in which the product is incorporated or a fabricator who uses the laminated product in the further construction or assembly of a component part.

Manufacturers that may be affected:

New requirement may apply to Decorative producers, furniture producers, decorative flooring producers, etc. All the related manufacturers may need to apply for EPA certification.

How to do:

1. For Laminated products made by attaching a wood or woody grass veneer with a resin formulated with formaldehyde (urea-formaldehyde glue, modified urea-ormaldehyde glue, etc.), should apply for EPA certification separately (only providing EPA certificate of composite wood mill cannot meet the new requirements of EPA regulations)
2.  For Laminated products that use No-added formaldehyde resins or Ultra low-emitting formaldehyde resins, they can be exempted from new requirements, but should maintain complete documentation and keep all records, and Intertek can also provide exemption certification document review and evaluation services
