Saudi Arabia - Draft Technical Regulation for Textile Products
Saudi Standards, Metrology and Quality Organization (SASO) has proposed a technical regulation for textile products.
I. Scope:
This technical regulation applies to all textile products marketed in the Kingdom of Saudi Arabia (KSA) and the following products are considered as textile products :
? All products consisting of at least 80% by weight of textile fibers
? All furniture covers, umbrellas and sunshade covering containing at least 80% by weight of textile fibers.
? All textile components of :

The upper layer of the multilayered floor covering;
-
mattress covers;
-
coverings of camping goods, provided that the components constitute at least 80% by weight of such upper layers or coverings:

Textiles incorporated in other products and forming an integral part thereof, including footwear.
Note: Annex 1 of this regulation shows the textile products which are subject to the regulation with reference to the corresponding tariff classification or HS code.
II. Requirements:
1. Labeling Requirements:
1) General requirements:
-
The labelling and marking of textile products shall be written in Arabic or in both Arabic and English. It should not contain any information which may mislead the consumer.

The information on the label shall be indicated with clear character, uniform in font and size, and easy to read for the consumer

The label shall be sewn or firmly attached to the products in a position that is commonly used in textile industry
2) Contents of the labelling:
The labelling shall include the following information:

Name of textile product ;
-
Fiber composition
-- the generic name of the fiber shall be used as specified in Annex 2 of this regulation
-- for textile product listed in the Annex 5 of this regulation can be exempted from fiber composition disclosure.

Product weight, size or dimension;
-
Manufacturer/Vendor information (the one who places such products in KSA market)

Country of origin
-
Care Instruction
Remarks:
-
The trademark or trade name of the manufacturer is allowed to place on the label provided that it is not confusing to the consumer

Depending on the nature and type of the textile products, additional information shall be added into the label in different methods e.g carpet and rug. For these kinds products shall comply with the requirement of SASO 1173 and Annex 6 of this regulation.
2. Packaging requirements:

Images and words used on the packages shall not violet the public order, the public morality and the Islamic value prevailing in KSA.

Product packaging shall comply with related standards.
3. Safety Requirements of Textile Products:
Textile products shall satisfy both physical and chemical requirements as below:

Note:
-
Shall not be allowed to present in textile and leather that may directly contact with human skin or susceptible to breastfeeding and swallowing especially in children
-
Organic tin compounds shall not be used in textile products or in their parts with amount greater than 0.1% by weight of tin.
-
The colorfastness to water, rubbing, perspiration, washing and drycleaning shall be well controlled.
4. Conformity assessment procedure
1. The supplier, who is responsible to put the product in the market shall obtain a certificate of conformity issued by a notified body according to the following product types:

Type 3 for children’s products and underwear
-
Type A1 for textile products other than children’s products and underwear
2. The following technical documentations shall be provided with the textile products :

Conformity declaration of the supplier (manufacturer/ importer) in accordance with Annex 12 of this regulation.

Product Safety Testing report
-
The supplier shall cooperate with the Regulatory Bodies and with market surveillance authorities. For example, provision of the technical file document, the test reports and any other documented information proving fulfillment of the requirement of this regulation, where needed.
-
The product with Saudi Quality Mark, Saudi environment mark, Eco-label, a mark of social responsibility or equivalent shall be treated as meeting the requirements stipulated in this Regulation.
