On 5 June 2024, the European Commission Competent Authorities Expert Group proposed to amend the EU POPs Regulation (EU) 2019/1021 to restrict the substance methoxychlor (CAS No. 72-43-5, etc.) and the substance UV-328 (CAS No. 25973-55-1). The restriction of methoxychlor is scheduled to apply from 20 days after publication, while the restriction of the UV-328 is scheduled to apply from 26 February 2025.
The proposed amendment would prohibit the manufacturing, use and placing on the market of substances, mixtures and articles containing methoxychlor in a concentration above 0.01 mg/kg (0.000001%) by weight, and prohibit those containing UV-328 in a concentration above 1 mg/kg (0.0001%) by weight.
Extended transitional periods are granted for UV-328, which is used for certain medical devices, motor vehicles, machinery, and photographic and EEE applications.
The methoxychlor is a pesticide, while the UV-328 was commonly used as a light stabilizer in coatings and various polymers. UV-328 was identified by the European Chemicals Agency (ECHA) as a Substance of Very High Concern (SVHC) in December 2014 because of its persistent, bioaccumulative, and toxic (PBT) and very persistent and very bioaccumulative (vPvB) properties. In May 2023, the substances methoxychlor and UV-328 were listed in Annex A to the UN Stockholm Convention, and it was decided that the production and use of the two substances shall be eliminated globally.
