- The publication of the Notice on Issuing “Three Actions” Work Plan for Prevention and Control of Occupational Disease aims to further strengthen the prevention and control of occupational disease.
- To accelerate the establishment of a carbon footprint management system, form a green and low-carbon supply chain and production lifestyle, promote the development of new productive forces, and help achieve the goal of carbon peaking and carbon neutrality, the Ministry of Ecology and Environment, in collaboration with 14 other national government bodies, formulated Implementation Plan for Establishing a Carbon Footprint Management System, which was has been gazetted by the General Office of the Ministry of Ecology and Environment.

1. < Notice on Issuing “Three Actions” Work Plan for Prevention and Control of Occupational Disease > (2024-04-30)
The Notice on Issuing “Three Actions” Work Plan for Prevention and Control of Occupational Disease (hereinafter referred to as the Work Plan) was jointly issued by the General Office of the National Health Commission of PRC and the Department of the National Bureau of Disease Control and Prevention on 30th April 2024, and has come into effect from the date of issuance. The relevant revisions to the Work Plan are as follows:
- The Work Plan proposes to expand the scope of occupational disease hazard project declaration, and by the end of 2024, occupational disease hazard project application cover all employers in industries with serious occupational disease hazards; By the end of 2025, occupational disease hazard projects of employers with 10 or more employees in industries with serious occupational disease hazards should be reported to the fullest extent possible.
- The Work Plan proposes that by 2024 and 2025, the average number of small and medium-sized enterprises assisted in each province should be not less than 20 in each county and district per year; By the end of 2025, the application rate for occupational disease hazard projects, regular detection rate of occupational disease hazardous factors in the workplace, implementation rate of occupational health examinations, and occupational health training rate of the assisted enterprises will all reach 100%.
- The Work Plan specifies that the goal to be achieved by the end of 2025 is that the centers for disease control and prevention or occupational disease prevention and control institutions will standardize to carry out monitoring of occupational disease hazards and undertake over 85% of monitoring tasks; the technical service institutions of occupational health and radiation health will fill out the technical service information submission card according to relevant requirement and reporting rate should achieve 100%.

1. < Implementation Plan for Establishing a Carbon Footprint Management System > (2024-06-04)
The Implementation Plan for Establishing a Carbon Footprint Management System (hereinafter referred to as the Plan) has been gazetted by the General Office of the Ministry of Ecology and Environment on 4th June 2024. The main contents are as follows:
1.The primary objective of establishing a carbon footprint management system
- By 2027, a preliminary carbon footprint management system will be established. China will formulate and issue national standards for product carbon footprint accounting that are in line with international practices, formulate and issue carbon footprint accounting rules and standards for about 100 key products, preliminarily build a database of product carbon footprint factors, preliminarily establish a product carbon footprint labeling certification, and grading management system, and make positive progress in the international coordination of key product carbon footprint rules.
- By 2030, the carbon footprint management system will be further improved with a wider range of application scenarios. The carbon footprint accounting rules and standards for about 200 key products will be formulated and issued, a product carbon footprint factor database with wide coverage, high data quality and strong international influence will be basically established, the product carbon footprint labelling, certification and grading management system will be fully established, and the application environment of product carbon footprint will be continuously optimized and expanded. The product carbon footprint accounting rules, factor database, and carbon labeling and certification system will gradually converge with international standards, and China will substantively participate in the formulation of international rules for product carbon footprints.
2.The primary task of establishing a carbon footprint management system
- Establishing and improving a carbon footprint management system. This includes issuing general standards for product carbon footprint accounting, publishing carbon footprint accounting rules and standards for key products; establishing and improving a database of product carbon footprint factors, establishing a product carbon labeling and certification system; establishing a grading management system for product carbon footprints, exploring and establishing a carbon footprint information disclosure system.
- Constructing a multi-stakeholder carbon footprint working framework. This includes strengthening policy support and coordination, increasing financial support, enriching and expanding application scenarios for promotion, encouraging local pilot projects and policy innovation, and urging key industries and enterprises to take the lead in experimentation and implementation.
- Promoting international mutual trust in product carbon footprint rules. This includes actively addressing international carbon-related trade policies, facilitating international alignment of product carbon footprint rules, promoting exchanges and mutual recognition of product carbon footprint rules with countries participating in the Belt and Road Initiative, actively participating in the formulation of international standards and rules, and strengthening international communication and cooperation.
- Continuously strengthening the capacity building for product carbon footprint. This includes enhancing the capacity for product carbon footprint accounting, standardizing professional services related to product carbon footprint, fostering talent development in this field, reinforcing the quality of product carbon footprint data, establishing a product carbon footprint data quality measurement support and guarantee system, and strengthening data security and intellectual property protection for product carbon footprint information.
