Comprehensive

1. < The Corporate Sustainable Disclosure Standard No. 1 – Climate (Trial) > (2025-12-19)

The Corporate Sustainable Disclosure Standard No. 1 – Climate (Trial) (hereinafter referred the Climate Standard) has been jointly gazetted by the Ministry of Finance and 8 other departments, on 19th December 2025. The main contents and key features are as below:

1) Main Content of the Climate Standard 

  • Governance: It stipulates the disclosure objectives for enterprises regarding climate-related governance and sets out provisions on the governance bodies or personal information, management information, integrated disclosure of governance information, as well as third-party assurance that need to be disclosed.
  • Strategy: It defines the disclosure objectives for enterprises concerning climate-related strategies, specifying the requirements for disclosing information on climate-related risks and opportunities, how they influence the enterprise's strategies and decision-making, current and anticipated financial impacts, and climate resilience.
  • Risk and Opportunity Management: It sets out the disclosure objectives for enterprises in managing climate-related risks and opportunities, clarifying how to disclose the management processes for such risks and opportunities, as well as stipulating the extent to which these processes are integrated into the enterprise's overall risk management framework and the requirements for integrated disclosure.
  • Metrics and Targets, it specifies general industry metrics, industry-specific metrics, climate-related targets, as well as the basis for calculating greenhouse gas emissions for enterprises in relation to climate issues.

2) Key features of the Climate Standard

  • Alignment with IFRS S2: The Climate Standard is informed by the IFRS S2 Climate-related Disclosures issued by the International Sustainability Standards Board (ISSB). It aims to produce functionally equivalent results while incorporating specific Chinese characteristics.
  • Double Materiality Approach: The Climate Standard adopts a double materiality perspective, focusing on both the impacts of climate change on companies and the effects of companies' activities on climate change.
  • Governance and Strategy: The Climate Standard emphasizes the importance of governance structures and strategic planning in managing climate-related risks and opportunities. Companies are required to disclose how these factors influence their decision-making processes.
  • Voluntary to Mandatory Transition: Initially, the Climate Standard is voluntary, but the Ministry of Finance plans to transition to mandatory disclosures over time, starting with large companies and those in at-risk industries.

 

Environment

1. GB/T 46566-2025 < Greenhouse Gas Management Systems—Requirements > (2025-10-31)

The recommended national standard GB/T 46566-2025 Greenhouse Gas Management Systems - Requirements (hereinafter referred to as the Standard) has been jointly gazetted by the State Administration for Market Regulation and the Standardization Administration on 31st October 2025. It provides a unified and standardized framework for greenhouse gas management across various types of organizations.

1) The Standard applies to organizations of any size and type, assisting them in planning and controlling activities related to greenhouse gas (GHG) emissions, removals, and other relevant processes that they can control or influence. By integrating GHG management into their overall management systems, organizations can achieve expected outcomes such as improving GHG performance, fulfilling compliance obligations, and reaching their GHG-related objectives.

2) The Standard adopts the "PDCA Cycle" (Plan-Do-Check-Act) management logic while strictly adhering to the ISO High-Level Structure (HLS). The HLS serves as a unified framework for the development of ISO international standards, aiming to enhance consistency, compatibility, and ease of use across different fields of ISO standards. Its core requirements include a fixed chapter structure (Scope, Normative References, Terms and Definitions, Context of the Organization, Leadership, Planning, Support, Operation, Performance Evaluation, and Improvement) as well as general management principles (such as the process approach and risk-based thinking).

3) Seven core modules of the Standard

Organizational Context. Identify internal and external issues as well as the needs of relevant interested parties. Clearly define the boundaries and scope of the greenhouse gas (GHG) management system and document this information.

Leadership. Top management shall make clear commitments, establish an appropriate GHG policy, and reasonably allocate job responsibilities and authorities.

Planning. Establish carbon emission accounting baselines, set quantifiable emission reduction targets, identify key emission sources, and develop control measures. Clearly define the review and control mechanisms for carbon assets, carbon neutrality, and carbon trading.

Support. Allocate resources, build personnel capabilities, foster awareness, facilitate internal and external information exchange, and documented information control. 

Operation. From a life-cycle perspective, the organization shall manage and control carbon management operations in three aspects: design, procurement, and operational control.

Performance Evaluation. Establish mechanisms for monitoring and measuring key characteristics, conducting compliance evaluations, performing internal audits, and carrying out management reviews to ensure that the operation effects of the system are quantifiable and verifiable.

Improvement. Based on the results of performance evaluations, develop corrective actions for non-conformities to drive continuous improvement in the GHG management system and its performance.

 

2. < Work Guidelines on Product Carbon Footprint Factor Database Construction > (2025-12-05)

The Work Guidelines on Product Carbon Footprint Factor Database Construction (hereinafter referred the Work Guidelines) has been jointly gazetted by the General office of the Ministry of Ecology and Environment and 6 other departments, on 5th December 2025. The main contents are as below:

1) Overall requirement of the Work Guidelines

  • Build upon the National Greenhouse Gas Emission Factor Database, encouraging all parties to take the initiative in pilot projects, participate jointly, and collaborate effectively, aiming to initially establish a product carbon footprint factor database by 2027 and basically complete the construction of a product carbon footprint factor database with broad coverage, high data quality, and strong international influence by 2030.

2) Key tasks outlined in the Work Guidelines

  • Establish a collaborative, co-constructed, and shared framework. Including clarifying the approach for constructing the product carbon footprint factor database and establishing mechanisms for sharing and integrating product carbon footprint factor data.
  • Improve the full-process management system for data development. Including standardizing the development process for product carbon footprint factor data, clarifying the sources and update requirements for such data, conducting quality assessments of product carbon footprint factor data, and strengthening the security protection of product carbon footprint factor data.
  • Clarify the technical requirements for database construction. Including standardizing the compositional structure of the product carbon footprint factor database, unifying the naming, classification, and coding systems for factor data, and fostering the application of innovative cutting-edge technologies.
  • Continuously strengthen policy support and international exchanges. Including enhancing safeguards for database construction and promoting international exchanges and alignment of the database.

3) Specific Measures for Implementing the Work Guidelines

  • Refine the construction standards for the product carbon footprint factor database, explore a regular evaluation mechanism for factor data, encourage industries and localities to regularly publish outstanding datasets, study the incorporation of high-quality data into application scenarios such as green finance and green procurement, and improve the data rights protection system.
  • Strengthen policy dissemination, training, and guidance by systematically promoting the technical requirements, construction achievements, and advanced practices related to the database.
  • Strengthen policy support measures, encourage local governments and enterprises to engage in data development or database construction, and incentivize them to submit data to the national product carbon footprint factor database.

 

3. < Action Plan for Comprehensive Treatment of Solid Waste > (2025-12-27)

The Action Plan for Comprehensive Treatment of Solid Waste (hereinafter referred the Action Plan) has been gazetted by the State Council, on 27th December 2025. The main contents are as below:

1) The overarching goal of the Action Plan:By 2030, the annual utilization of bulk solid waste is expected to reach 4.5 billion tons, and the annual recycling volume of major renewable resources will hit 510 million tons.

2) The Action Plan sets out detailed measures to improve resource utilization, enhance the source control and reduction of solid waste, standardize its collection, transportation, storage, and strengthen the capacity for its safe disposal.

3) The plan details requirements for cutting waste at the source, improving waste management, and recovering valuable materials. It aims at building sustainable commercial frameworks, channeling market forces toward a circular economy, and advance comprehensive waste governance.

4) The plan aims to leverage both institutional frameworks and market mechanisms to guide manufacturers in scaling up the use of recycled materials, including recycled metals, plastics and paper pulp.

5) It also emphasizes the enhancement of policy incentives and support to attract diverse stakeholders to the agricultural solid waste recycling sector, aiming to boost the motivation and technical capacity of businesses involved.

 

Health and Safety

1. < Specification for Pressure Venting of Dust Explosion > GB15605-2024 (2026-01-01)

The Specification for Pressure Venting of Dust Explosion (hereinafter referred to as the Specification) was jointly issued by the State Administration for Market Regulation and the National Standards Administration on 31st December 2024, replacing the Guidelines for Pressure Relief in Dust Explosions (GB/T15605-2008). It came into effect on 1st January 2026. The main revisions to the Specification are as follows:

1) Enhance legal binding force, transforming from a "guideline" to a "standard”. 

2) Expand terminology definitions: Introduce new terms such as "flameless venting" and "maximum controlled explosion pressure", and refine definitions like "explosion venting device", aiming to clarify technical requirements and minimize ambiguity.

3) More specific technical requirements: Detailed regulations on the design, selection, and technical parameters of explosion pressure relief devices have been significantly strengthened, such as more specific requirements and calculation methods for discharge area and response time.

4) Improved the requirements for whole-process management: Added independent chapters on "Installation, Use, and Maintenance" and "Verification Methods", emphasizing the whole-cycle safety management of pressure relief devices from installation to disposal.

 

2. < General Requirements for Preventing Electrostatic Accidents > GB12158-2024 (2026-01-01)

The General Requirements for Preventing Electrostatic Accidents (hereinafter referred to as the Requirement) was jointly issued by the State Administration for Market Regulation and the National Standards Administration on 31st December 2024, replacing the General Guideline for Preventing Electrostatic Accidents (GB12158-2006) and the Electrostatic Safety Regulations for Liquid Petroleum Products (GB13348-2009). It came into effect on 1st January 2026. The main revisions to the Specification are as follows:

1) It is required that enterprises carry out standardized management in terms of processes, technology, equipment, and personnel behavior, and clarify the responsibilities of the top management and the implementation department.

2) It is required to identify the level, entrance, and boundary of electrostatic hazardous areas, and to affix risk level labels to electrostatic sensitive items.

3) The requirement that anti-static grounding wires can’t be connected in series has been added to ensure grounding reliability.

4) In response to the risk of dust explosions, requirements have been added that dust removal systems should be set up independently in different zones, and different types of dust should not share the same system.

5) The anti-static clothing worn in areas with electrostatic hazards has additional flame-retardant requirements.

 

Labour

1. < Regulations on Population and Family Planning in Sichuan Province > (2025-11-28)

The newly revised Regulations on Population and Family Planning in Sichuan Province (hereinafter referred to as the Regulations) came into effect on 28th November 2025. This revision is closely centered around the construction of a childbirth support policy system, making significant adjustments to key systems such as marriage leave, maternity leave, paternity leave, and childcare leave. It fully reflects Sichuan Province's policy orientation of actively responding to the national childbirth policy and promoting long-term and balanced population development.

The provisions regarding relevant leaves are as follows:

  • Marriage Leave: Couples who register their marriage in accordance with the law are entitled to a 20-day marriage leave. Those who participate in pre-marital medical examinations before marriage registration will receive an additional 5 days of marriage leave.
  • Maternity Leave and Paternity Leave: For couples who have children in compliance with these regulations, in addition to national provisions, the woman's maternity leave is extended by 90 days. For a woman giving birth to a third child, upon her own application and with the consent of her employer, her maternity leave can be further extended by 30 days. The man is entitled to a 30-day paternity leave.
  • Childcare Leave: Couples with children under the age of three are entitled to a cumulative total of 10 working days of childcare leave per year, calculated based on each full year of the child's age.

In addition, the Regulations clearly stipulate that during marriage leave, maternity leave, paternity leave, and childcare leave, employees shall be counted as attendance, and their salaries and welfare benefits remain unaffected. Local people's governments at or above the county level and employers shall effectively ensure the implementation of these leave benefits. This not only safeguards the rights and interests of workers but also sets clear requirements for enterprises to fulfill their social responsibilities. Enterprises need to actively respond to the policy, adjust their human resource management strategies, and ensure that employees can fully enjoy these leave benefits.
