2026-10-13 Reading format 中文

On 1 October 2026, the U.S. Consumer Product Safety Commission (CPSC) published an updated guidance providing additional information on the Harmonized Tariff Schedule (HTS) codes that have been flagged in CBP's Automated Commercial Environment (ACE) since July 8, 2026.

The updated guidance document contains the approximately 600 HTS codes that CPSC believes are likely to include products that are subject to a mandatory standard or are otherwise deemed to be high risk. However, the list is now organized by the specific flag—CP1 or CP2—assigned to each HTS code by CPSC.

  • CP1: "CPSC Certificate Related Data May be Needed"
HTS codes assigned a CP1 flag identify product categories where certification requirements may apply depending on the specific product being imported.
  • CP2: "CPSC Certificate Related Data is Required"
HTS codes assigned a CP2 flag identify product categories for which certificate-related information is required when importing covered products.

This new format is intended to assist the trade community by clearly indicating when data may be required and when it is required for a shipment, based on the associated HTS code.

In addition to the updated format, a small number of HTS codes had their associated flags changed or removed. Notably, some button cell batteries codes were reclassified from CP2 to CP1.The details of those modifications are available in the document's "Change Log" tab.

However, it is important to note that the list does not encompass all HTS codes where an electronic certificate may be required. The importer is responsible for eFiling a certificate whenever required.

Meanwhile, the trade community is also encouraged to review CPSC’s 1USG Messaging guidance, as any entry with an eFiled certificate (a CPSC PGA Message Set) will be subject to the 1USG Messaging process. In addition to the products likely subject to certification and eFiling, there are other products that do not need certification but will still go through the 1USG messaging process. Please see the messaging guidance document for details on those product categories.

Intertek, as a third-party testing laboratory officially recognized by CPSC, has deeply participated in the CPSC's eFiling Beta Pilot test. Its upgraded InterLink 2.0 platform has been cited as an example eFiling online tool in the relevant rule published in the U.S. Federal Register. Seamlessly integrated with the CPSC system via API, the platform enables automated transmission of certification data, helping importers manage compliance data electronically with greater efficiency and accuracy.
